The two primitive source E23→25 Noah comparisons have exact J return arrows at existing Flood pivots, but not P returns. A4096-trial coherent-family census, without529 or prior-PJ preselection, finds12 labelled E/J loops at six coordinate configurations. Two MT configurations also admit P returns and coincide with the lower-full430 common P/J repairs. Their shared G2 Noah source joins the two graphs into three vertices3031,3033,3035 and six operator arrows. Every admitted path fromu tov has affine formF(t)=v+E^e P^p J^j(t−u), with(v−u)/2=p+j−e. The402 paths through six arrows yield78 classes with endpoints retained as part of the classification; an algebraic proof gives the normal form for every finite admitted path. At each source vertex, complete P–E and J–E circuits commute with independent multipliers1750/(3K) and7500/(13K), K529. Individual E/P/J operators do not commute. The original17K branch obtained by+215 translation lacks required E pivots3271/3273. All ten common P/J source edges were checked: exactly the two lower regular edges admit an E return; no cumulative edge does. Across2238 circuit-generator/input trials in373 regular coordinates, only the fixed source point survives each circuit. Reduced denominators prove this for every nonempty positive circuit, excluding a global529-preserving chronology action. Source-table and variant reconstruction confirms all52 labelled record slots across12 loops. Endpoints, variants and scalar ratios are sourced; the new affine path grammar is a derived comparison, not an established prescription in the reviewed source passages. Whole950 biographies and a single physical seasonal action are not preserved. Proposed C404 compares the new return-loop grammar with the already sourced C385–C388 Noah-to-Shem E/J strips, using only existing endpoints, pivots, contexts and phases; it has not been executed. ## Proposed next step — unexecuted Compare the C400 three-vertex Noah return-loop grammar with the already sourced C385–C388 Noah-to-Shem E/J strips. Test whether the existing vertical E comparisons carry the admitted return paths and circuit normal forms to a source-qualified Shem graph, using only existing endpoints, pivots, chronology contexts and phases. Record any missing pivot or order obstruction. Do not extend Gear scope, add generated source points, or execute a general search. The current authorization ends at C403. A new instruction is required before C404. ## Verification and access All 30 individual deliverables were saved incrementally. All ten sealed ZIPs passed CRC, payload hash/size and certificate checks. Fresh isolated replay reproduced 20/20 main DATA/RESULTS outputs and the C403 alternate-method output. 1206 main checks, 207 frozen-input/predecessor authentication checks and 266 alternate-method forced-pivot, integer affine, dynamic-programming and source-reconstruction checks passed. These are verification counts, not independent witnesses; no new independent-agent review is claimed. The compact kit contains complete C396, C397, C400, C401, C402 and C403 packets: the family census, complete circuits, three-vertex path grammar, whole-source-domain obstruction, direct source reconstruction and final synthesis. It also contains the prior C393 checkpoint/report, C265 reference checkpoint/certificate, and existing C343, C383 and C393 evidence ZIPs as selective references for the older E ladder, common P/J source graphs and Noah-to-Shem E/J strips. C403 freezes DATA, certificates, results and next-step decisions for all nine predecessor steps. File_18 and File_09 are frozen in each packet; File_02, File_46 and File_11 are included in C403. All historical next-step instructions are superseded by the current checkpoint. Portable main replay: run `python3 C403/evidence/check.py --out replay` from the extracted compact kit; compare DATA.json and RESULTS.json with C403/evidence/. The additional check is `python3 C403/evidence/ROOT_SECOND_METHOD.py --sources C403/sources --out secondary_replay`. The other packets have the same main replay convention and their own README. Python3 standard library only. The continuation archive contains all evidence ZIPs under `published/`, extracted packets under `steps/`, and completion and sealed-packet integrity records. PACKAGE_MANIFEST.json records every included payload hash and size. The separate completion/integrity JSON records the recovery ZIP checksums. Actual File_18 and File_09 bytes match their retained hashes; File_02 and File_46 match their C393 frozen source manifest, and File_11 matches its C402 frozen source manifest. The C265 checkpoint is readable and its certificate hash matches the retained control. C-series, original unprefixed reports and Engine reports remain distinct.
