The paired two-year repairs preserve the original2K/17K outer corners but change the internal cross-span17K+138 to17K+142. Existing corner exchange conjugates P/J at source Flood pivots; typed MT membership excludes companion rows and fixed-sum exchange reverses phase. The exhaustive frozen Flood-pivot census tests240 cumulative and9120 regular ordered coordinate pairs: only signed scale−2 cumulative and+2 regular has complete common source support, giving six and four coordinate quadruples. The two extra regular configurations are minus215 translations; SP/LXX aliases preserve source identity, and only the original full430 i3/i5 pair retains17K. Test a finite mixed diagram using only its already recorded pivots, endpoints, contexts and phases; determine whether a source-qualified commuting square exists and record any obstruction without changing anchors or Gear scope. The current authorization ends at C383. A new instruction is required before C384. ## Verification and access All 30 individual deliverables were saved incrementally. All ten sealed ZIPs passed CRC, payload hash/size and certificate checks. Fresh isolated replay reproduced 20/20 main DATA/RESULTS outputs and the C383 alternate-method output. 404 main checks, 199 frozen-input/predecessor authentication checks and 179 separately implemented source-join and integer cross-product checks passed. These are verification counts, not independent witnesses; no new independent-agent review is claimed. The compact kit contains complete C374, C378, C380, C382 and C383 packets: the full span matrix, exhaustive pivot census, finite source paths, mixed-square law and final synthesis. It also contains the prior C373 checkpoint/report, C265 reference checkpoint/certificate and the existing C343 evidence ZIP for the proposed E-ladder comparison. C383 freezes DATA, certificates, results and next-step decisions for all nine predecessor steps. File_18 and File_09 are frozen in each packet; File_02 and File_46 are included in C383. The older C343 packet is a selective reference; its historical next-step instructions are superseded by the current checkpoint. Portable main replay: run `python3 C383/evidence/check.py --out replay` from the extracted compact kit; compare DATA.json and RESULTS.json with C383/evidence/.
