# New-cycle helper review

Disposition: PASS for the C1132–C1431 helper setup. The constants require 300 contiguous actions, with C1430 as the 299-action preseal prefix. The pinned predecessor is the exact C1131 record. No prior cycle file was edited, no old numerical suite was replayed, and no production numbered action was executed by this helper review.

Source/inheritance validation passes for 44 frozen sources, 44 available original copies, 86 inherited files and all 14 predecessor final artifacts. Generic relative-path bindings cover the predecessor's complete `final_artifacts` list and are checked against the inherited manifest, hashes and byte counts. The inherited predecessor journal's canonical record hashes and chain also verify.

Strategy coverage partitions all 29,743 original bytes into 29 exact heading sections. Fixture tests accept the pre-gate state, one completed/reviewed block, and all six completed/reviewed blocks. Seven negative cases are rejected: incomplete sections; wrong Strategy identity; wrong completed record; review before completion; empty next-step assessment; the next action opening before review; and a completed checkpoint without its review. Fixture certificates are temporary and do not appear in the research packet.

The replay adapter retains independent reversal, second-inverse provenance checks, read-only auditing and exact begin/finish metadata/result comparison. The new cycle has no inherited historical-input redirection. Strategy certificates are unnumbered records made after the completed checkpoints; they are required before subsequent actions, and the final C1431 certificate is required before final verification and packaging. Final packaging also compares the certificate hashes with the passing final verification report.

Full Strategy review and substantive judgment remain the root researcher's responsibility; the verifier checks the declared full-text coverage, source identity, completed-record binding, assessment presence and chronology. It cannot prove thoughtful reading from a hash or a coverage list alone.
